New Mexico State Police Investigating OIS Involving the Grants Police Department and Cibola County Sheriff’s Office

Grants, NM–On February 1st, 2025, the New Mexico State Police Investigations Bureau was requested by the Grants Police Department and Cibola County Sheriff’s Office to investigate an officer-involved shooting (OIS) involving officers from both the Grants Police Department and Cibola County Sheriff’s Office.

State Police agents learned that at approximately 10:33 p.m., a Be On the Look Out (BOLO) was given to surrounding law enforcement agencies asking for assistance in locating a vehicle described as a black sports utility vehicle. The driver of the vehicle was reportedly involved in a shooting and carjacking at Sky City Casino.

Cibola County Sheriff’s deputies and Grants Police Department officers located the vehicle, traveling west on I-40. The fleeing suspect struck another vehicle, and moments later came to a stop at milepost 81. The driver exited the vehicle and fired a weapon at officers. Officers returned fire, striking the suspect at least once.

The suspect has been identified as 24-year-old Jaquari Hezakiyah Porter. Officers immediately rendered aid to Porter and called for emergency medical services. Porter was transported to a local area hospital to receive treatment for his injuries.

Through the investigation, agents learned that Porter fled from a New Mexico State Police officer earlier that evening, during a traffic stop for speeding.

New Mexico State Police will not release the names of the officers involved. Contact the Grants Police Department and Cibola County Sheriff’s Office for information on the officers’ names, duty status, and any administrative actions taken. The New Mexico State Police act solely as factfinders in their investigations and conduct an unbiased and impartial investigation.

In officer-involved shootings, NMSP thoroughly documents the scene, collects evidence, and interviews officers, subjects, and witnesses. In turn, the agency compiles facts as detailed as possible and forwards all reports and evidence to the appropriate district attorney for further review.

The New Mexico State Police does not determine whether an officer’s actions were justified. This determination rests solely with the district attorney reviewing the investigation.
